In March of 2021, the City of Santa Paula hired the Mulholland Consulting Group (MCG) to help the City Council develop a Two-Year Strategic Plan (FY2021-2023). The development of the 2021-2023 Santa Paula Strategic Plan took place over the course of three workshop sessions, involving the city council, city staff leadership, and members of the public.
Local governments use strategic planning as a tool to set goals, connect to stakeholders, track progress, and communicate results. Approving Council goals and objectives is the first phase of building a performance management system that links Council goals to staff work plans and communicates outcomes to the public.
On June 16, 2021, the City Council adopted seven overarching categories and goals and sixty-seven objectives as an operational framework for the City of Santa Paula. The Strategic Goals guide the development of the budget and departmental plans, which drive the allocation of resources and staff time.
