Human Resources negotiates and implements the City’s agreements with employee unions, presents the City Council with comprehensive bargaining strategy for all open Memorandums of Understanding (MOU), negotiates successor MOU’s with parameters established by Council, and maintains effective employer-employee relations in the most cost-effective and timely manner.

Most City employees are represented by one of six "bargaining units" that are covered by a Memorandum of Understanding that result from good faith negotiations under the terms of state law.

The City Council has also entered into a contract with the City Manager, spelling out the conditions of employment.
